国家广播电视总局日前发布了《有线电视业务技术要求》等三项广播电视和网络视听行业标准的通知，要求有线电视终端应提供 “开机进入全屏直播” 和 “开机进入突出直播频道的交互主页” 两种 “开机模式” 选项，系统默认设置应为 “开机进入全屏直播”。根据相关通知，有线电视智能机顶盒开机过程所需时间应不大于 35s。有线电视运营机构在提供直播频道和时移电视、频道回看、视频点播等有线电视业务时，应确保界面简洁友好、操作方便快捷、节目优质传输。通知对互联网电视终端接入可正常使用带宽不低于 100Mbps 的情况下，节目播放响应时间作出规定。要求点播节目从点击节目播放至出现第一帧的响应时间宜小于 2s，应不大于 3.5s；节目暂停/播放、快进、快退等操作响应时间宜小于 2s，应不大于 3.5s；退出节目播放返回播放前页面的响应时间应小于 1s。
The State Administration of Radio, Film and Television recently issued a notice on three industry standards for broadcasting, television, and online audio-visual industries, including “Technical Requirements for Cable TV Services”. It requires cable TV terminals to provide two options for the “startup mode”: “enter full-screen live broadcast upon startup” and “enter interactive homepage with prominent live channels upon startup”. The default setting should be “enter full-screen live broadcast upon startup”. According to the relevant notice, the time required for the boot process of cable TV smart set-top boxes should not exceed 35 seconds. When providing cable TV services such as live channels, time-shifted television, channel playback review, and video-on-demand services, cable TV operators should ensure that the interface is simple and user-friendly, with convenient and fast operations and high-quality program transmission. The notice also sets requirements for program response time when internet TV terminals are connected to bandwidths of no less than 100Mbps. It stipulates that the response time from clicking on a video-on-demand program until the first frame appears should be less than 2 seconds but not exceed 3.5 seconds; operation response times such as pause/playback, fast forward/rewind should be less than 2 seconds but not exceed 3.5 seconds; and the response time to exit a program playback and return to the previous page should be less than 1 second.
